Root Custom Notification Bar

If i just want to customize my notification bar with custom icons, change the battery status to percentage and custom fonts do I need to find a rom and flash that? And how do I customize it to my liking?

And any roms can you guys recommend that may help me? Im looking for black/red themes.

I know in CyanogenMod-6 you can change the battery icon to show %. You can tweak some other things about the status bar as well. I believe there are some black and red themes for it on xda developers. I have been running CM6 for a few days and love it.
