Apps Custom Telephony app that maintains focus on incoming calls

I am building a custom telephony app that MUST maintain focus on incoming calls. In other words the default built-in phone app must remain hidden.

Is there any way to achieve this via the SDK or using custom ROM firmware?

I'm hoping that kernel hacking isn't necessary as that is out of my scope...
