Unless you've exceeded your bandwidth limit, what you're getting is as good as it's going to get in that area. Nothing you can do to improve it.

Except physically moving to a different location. (Not just slide over rather move 20 ft and up.)
Or switching networks (can get expensive.)
And last and most obvious getting connected to either closed \secure wifi (recommended) or public\ open wifi.

Just listing the full range of options.

Also try these great tips.
4G LTStink- if you are getting crappy 4g speeds (1-2bars) go down to 3G, youll get a faster speeds for that location (most likely) and you will save battery.

Re-networking- if you arnt getting good signal and you believe you should be just try restarting the phone. Youll most likely gain 1-2 bars, your phone refreshes and connects to nearby towers.

PR Hell- try updating your PRL in phone settings. This gives locations\Connections to your phone about certain towers.

Doesnt hurt to try but always be safe with what you change or move.

Fun fact: The number of bars displayed has little to do with speed. That only reflects the quality of the connection. You can have a poor connection and good speed, or an excellent connection and crappy speed (this is usually caused by high traffic on the tower, or if the tower needs upgrading).

Example: I've had one bar and still gotten 35Mb/s.
