DCB generally stands for Direct Carrier Billing. Perhaps you have your Google account set up to purchase apps or music, etc. and have it put on your phone bill? If not, contact your carrier and see if something was billed to your account. If not, you can probably disregard it. It may just be spam. Monitor your next couple of phone bills carefully, though.
