I accidentally turned off debugging mode, can someone tell me how to re-enable it. I turned it off when I connected it to my laptop by accident.

It's so you can push programs to the phone and then control them when you're developing applictions.

Does anyone know if it's possible to turn on USB debugging mode externally? In other words, without manually using the menu system? I want to transfer an app to the phone without requiring user to turn on debugging if it's not already on.

You can do this without debugging mode on. Just put the APK (the app) on to their SD card and use a file manager to find and install it.
