    OK - I'm guessing they're using the goats to keep down grass and other flamable plantlife airside ..

    Now checking the story ..

    Oh yes! Spot on!

    Wonder how they stop the goats wandering onto the runways while they're on site ..?

    Those areas are probably fenced. Also might have a goatherd checking on them somehow.
    Animal protection laws.

    Some places here use goats, but there's always a goatherd with them.

    Being a goatheard on an airstrip is nothing compared to the guy who gets paid to launch birds at jet engines and aircraft windshields. Ha, what a job. You could get rednecks to pay to do it :D
