Help deleting apps from google account

So I download an app and it gets stored in My Account in google. Try the app and find I don't like it. I have found out how to delete it from the phone but how can I delet it from My Account in google so that it doesn't re load when I sync ? I have googled this question but the answer made no sense to me. Help please ?

If it is an app that you have paid for it will always stay in your account but if it is an app that was free it will stay in your account for a time then will disappear by itself after a short time.

No way to delete one then ?
In that case how do I stop it reloading to the phone when I sync it ?
