Does "adb shell settings put secure location_mode 0" reliably turn off/disable GPS?

I am trying to completely turn off and disable all GPS and location services for an Android phone.

I found the following ADB command -- "adb shell settings put secure location_mode 0"

Does this completely stop the GPS services from working, including any pinging of any kind to GPS satellites?
 
The phone doesn't ping to GPS satellites, just receives.

What are you trying to achieve? As Danny says you cannot stop your network provider knowing your approximate location (unless you remove your SIM). For Google getting your location turning all location services off from the settings should suffice, though as a precaution you may want to turn off the app and Web activity logging in your Google settings (that records locations where apps were used, if they have that information) as well as location history. If you are worried about the security services hacking your phone and bypassing this then (a) you are almost certainly below their notice and (b) it will take more than an adb command to make that impossible.
