    Will a GPS app work w/o a data connection.

    Hi, welcome to Android Forums.

    Yes, the GPS receiver is independent of both mobile data and wifi connection, and when switched on will lock on to the GPS satellites and report your position using any of a variety of location apps eg. Lat Long Calc. For navigation purposes you will require a mapping/navigation app that allows you to download and store maps on your device. There is a good selection available in Play Store, both free and paid for. I use Navigate 6.

    You will require a data connection, preferably wifi, to download the maps, but once that is done you have a freestanding GPS/navigator.
