I need to use the droid as a modem hooked to my laptop to dial into a computer modem. Neither computer is on the intenet and I am not looking to connect to the internet, nor will PDANet help with this.

Previous cell phones I have owned allowed this function. It is not circumventing anything as it would use minutes like a regular voice call. I previously would load a driver, connect the cell phone to the laptop and it would show up in windows as a modem. I could set up a dial up network and connect, no problem. I cannot seem to do this with the Droid.

I tired the bluetooth DUN that comes with pdanet but that just connects to the internet regardless of what phone number you enter.

Does anyone know how to do this?

Pretty sure Android doesn't support this function.

Sounds like zmodem would fit the bill, but I cannot find a reference to anyone porting it to Android phones. There is a Unix/Linux version but that was for true AT-compatible hardware modems.
