This morning I got in a conference call 5 minutes earlier. My PC time was 10h24am and my Droid showed 10h29am.

After visiting the Date & Time in Settings, disable "automatic" and re-enabled, the time showed correctly.

Shouldn't the phone always sync its time once in a while?

Technically, yes. It's interesting that it was off that much - monitor it and see if it happens again - if so, it's synchronizing with a Service provider that is off.

Verizon (California) is 15 seconds fast - always.
