Electrify 2 still on plan

Hi, I just bought an Electrify 2 from a friend, and I held down the down volume and power to reset it, then I wiped the phone, but it still has their plan on it. Is there a way to completely reset the phone so their plan isn't on it anymore? There is no sim card in it, but there is a slot for one.
