Emergency Calls

Buy a belt holster or pouch and that will minimize those accidental pocket dialing issues. And it's going to make your phone last longer if you keep your phone in a pants pocket as that puts a lot of extraneous, physical wear and tear on your phone every time you sit down and stand up (not an issue if you keep it in a shirt or suit pocket).
But if you don't like that option, disable the lock screen in your Settings menu and install a third-party lock screen app, one that allows you to disable the Emergency Call feature:

Hopefully you'll never be in a situation where you or someone else will actually need that Emergency Call feature though.

It is mandated to work by law.
I dont think Wi-Fi has anything to do with it either.

The scenario can be that you are in an accident and someone helping only has your phone to use- and you are incapacitated.

This allows limited use of your device for emergency calls.

The dark sided opinion is that this means that your device is always able to connect- regardless of what precautions you take- so chalk up another one for the conspiracies about these things being tracking devices.

Additionally, GPS is always enabled, regardless of connection status. So somebody can always tell where you are!
