In general, yes. Unless there is something carrier-specific in the phone firmware that might not be compatible with the rom there is no problem (that is usually more of an issue for Sprint and Verizon phones, which use different standards from most). You may find that some carrier features (e.g. T-Mobile WiFi calling) are not supported by a specific ROM, so best to check in the discussion thread or forum for the particular ROM. And of course the ROM must be for your specific handset model, but that's not a carrier thing.

I've no idea what device you have or what "m.d.4" is (I'm guessing it's a ROM, but there are a lot of them and different devices have different ROMs available).

OK, the S3 is an old phone, so more likely to have carrier-specific radios than current ones. It's also a device I'm not particularly familiar with.

    So, questions:

    1) Is this the ROM you mean: http://forum.xda-developers.com/galaxy-s3/development/m-d-4-tw-4-4-4-mody-rom-tw-4-4-2-l-n-t3005765

    2) You say that you have a T-Mobile S3, but also that it's a I9300. However the T-Mobile S3 was the T999. So which model do you have? A quick search of that ROM thread found that it is for the I9300 but not the T999, so that is the crucial question.
