If you have a 3.29.651.5 build and you flash a custom ROM that says it has a base of 3.30.651.2, does that mean that it will update your phone to that particular base build? Or does it mean you need to have that particular build for it to work on your phone? Please advise. Thanks in advance!

It just means that the latest update is included in the ROM. So instead of receiving the update over the air, which would cause you to lose root, you get the update thru the ROM.

Which is why you never want to accept an OTA. Updated ROMs incorporate them for you.
