so is there any programmers that are up for this type of challange?

Nothing programmers can do. IF you read the links, you would see, the chip has FM,. but it's DISABLED.
So, there is nothing for a programmer to access.
I don't even think Motorola could just "Flip it on" with a firmware update unless it's a full chip flash that would have to be done on a technician.
