Force really 1 GB of ram?

Why is it that when I view my running apps the combined used and available ram do not equal 1 GB of ram that Force is supposed to have?
Is it because there is some ram that is dedicated and it doesn't show up?

It may be the ram that's used by the system is not counted since on most phone its not. On my S3 with 2GB of RAM it only shows 1.59 in total.

Thanks man. I figured there was probably some ram that is locked away. I just wanted someone else's input.
