Only over Bluetooth paired devices if you are not rooted. Also sprint/virgin has blocked access to the app from the google play store, so you need to dl and install from the developers page here. If you have rooted your phone then you can get free wifi tether with this app, WiFi Tether. This one maybe blocked as well but you can also acquire it from the developers page, here.

I never figured out how to use this with bluetooth. I have an iPod touch and would like to use my phone as a hotspot. Would that work, and how?
