Legally, unless you wrote the music, the only way to get free music legally is with the permission of the person who wrote it. If it's released into the public domain, that's permission, If it's on a site like the Play store or Amazon, you can assume that they obtained permission. There are some sites (usually referred to as "creative commons" sites) on which the composers upload their music asking you to download it and listen to it. That's permission to download it for free. (Also, anything created before copyright law existed is free of copyright - like Gregorian chants [but a performance would be copyrighted, and so would a reproduction, including a file, of that performance.)

Downloading copyrighted music without permission is illegal, and you can (and should) assume that ALL performances of ALL music is copyrighted. (That means that the owner of the copyright - the composer, the performing group, etc. is the ONLY entity with the right to make a copy or to grant that right to others.) Using music "sharing" (legally, stealing) sites is not downloading music legally. Which is why a certain site, reminiscent of men with eye patches, and parrots on their shoulders, moved to so many different countries in such a short time. Most countries enforce copyrights. (It's also why a plain old housewife was sued for, and had a judgement against her, for over 2 MILLION dollars for "just downloading some music".)
