I am sure that free VPN is not exactly "free" or good. There is no good free solution. You can try Opera. There is build in "vpn" which work like proxy.

Was thinking of a "free" VPN(WiseVPN) I saw a few days ago, and their ToS reads.

(2) constantly updated registration information, in line with timely, detailed and accurate requirements.
If the information provided by the user is not accurate, this site has the right to end the service.

Yeh, "internet regulations" meaning the internet regulations of the PRC. And writing app as "APP" is typical China. ...usually pronounced as "A P P".
