    Not charging

When I plug in my device, the lighting bolt appears notifying that it is charging and the charging App shows that it is charging but the tablet is not actually charging.

To resolve this issue these are the steps I have taken so far
    1. Reset to factory defaults
    2. Tried charging to computer using original power cord.
    3. Purchased and tried genuine Samsung Power/Charging Cord USB with new wall jack and to computer (two different computers)
    4. Purchased and tried genuine Samsung Power/Charging Dock USB using new wall jack and to computer (two different computers)
    5. Used computer USB port with new charger items
    6. Replaced Battery

    What I know...
The tablet is clean... no maleware, viruses etc...
All chargers work. Tried with another Tablet same as mine and everything works
I know the battery was installed correctly because it comes from the factory with a 50% charge when it arrives. This charge was holding but will not re-charge after battery drain.

local service tech can find no problems with the device

Have you tried turning the tablet off, connecting the wall charger and waiting 24 hours?

"Charging" with the tablet running doesn't charge the battery, it just runs it down slower. Charging for a couple of hours won't chow much difference in the charge level.
