Galaxy note wont turn on

My brother charged his galaxy note with a charger which had a loose wire. It was charging ok but when he went back to get it, it had switched off and wouldn't switch back on. I tried a new charger and battery but didn't work. I took it to a repair shop and he tried replacing the part where the charger goes in but it still didn't work. He said he believes the faulty charger has fried the whole phone. He has over 600 contacts and 2000 pictures on it but only has some backed up. Is there anyway to retrieve the contacts and pictures he hasn't back up? He didn't have it connected to a Google account.
