galaxy s3 stuck on flashing start up screen

my phone is stuck on the flashing 4g lte start up screen with a blue light I can plug it in and it charges but wont go past that screen. please help i have pictures that I can not lose. Have tried clearing cache but nothing and afraid to go a reset because I will lose pictures that will never be able to be replaced. What do I do? I cant get it to go to safe mode either

If you are able to perform a factory data reset, you should not loose your pictures. You will loose your apps and contacts (temporarily), and your call history, SMS/MMS messages, and app data (game scores, etc) permanently.
