Galaxy S4 setup Wizard crashes

After factory resetting my Samsung Galaxy s4, and going through the setup process, setup wizard crashes after the wifi setup! Help! I've tried the dev menu from the emergency screen, and deleting that cache + data but nothing works. Thx for your help!

I would recommend that you download the stock Samsung firmware for your model of phone, CSC code and flash it via Odin as per the instructions and video contained in the links of #1.5 of 29 Galaxy S4 models - know yours?

Whooooa hood on. lol. that's a right way to do it. but also if you just go to /system/priv-app/ and delete SetupWizard.apk it resolves the issue also.

Just wondering how you would recommend accessing the system files on a normal, unrooted, phone.
