On the first gallery screen (ie not in an album) tap on the menu (three dots in upper right) and select make available offline. Then just tap the pin on each album you want downloaded.

Problem is I don't even see the picasa albums under my gallery. Do I have to do anything on picasaweb.google.com

Is your "picassa" account name the same as your "google" account name? If not, you have to sign in under your picassa web album account, as well. You can have more than one google-account active on your phone. Just have your picassa account only sync photos.
