Help Good 4g signal...extremely slow speeds?

I just can't spend any more time on the phone with Verizon so any help would be greatly appreciated.

According to Verizon my 4g signal strength is great (between -80 dBm and -90 dBm). However, my download speeds are hovering between 0.1 and 0.25 Mbps consistently. Sometimes I can barely pull up my Google homepage, no less actually surf the Internet. I work in downtown San Francisco. Any ideas why my 1 month old s4 is an order of magnitude slower than my 2+ year old Rezound, with what I'm told is a great signal?

I think it'd be a better idea to go to a verizon store and talk to them about it.

maybe they are capping your speeds.
