Google App Rejection

We are working in an app where we need to fetch contact and select a few of them to send phone number and name to server for checking if they are app users. But Google keeps rejecting for privacy issues related to fetching and sending contact to server saying we need to ask for permission from users. We have put in a custom alert displaying why contacts are being fetched, but the app still got rejected. Can anyone help with an insight on this?

At startup, your app needs to ask the user permission to access their contects.

If the user accepts, finsih the app startup.

If the user rejects, close the app.

Just some guesses...as I'm not a dev and IANAL. But do you have a privacy policy statement, are you complying with things like HIPPA, COPPA, GDPR, and other privacy laws in the countries and regions you want your app available?
