The only way I see to open Google now from the lock screen is to put the Google voice app on the lock screen shortcuts. Is there any way to make the "swipe to unlock" icon or the menu long press work on the lock screen to make this work like on the galaxy nexus or nexus 4?

Hold the menu button (on the left of the home button).
Oops, just noticed you meant the lock screen.

You could install a new lock screen app like Widget Locker.

I highly recommend this, you can use the stock Jelly Bean lock screen and have up to five options for swiping. Plus widgets on top of that.
