Yes, there is a good selection of mapping/navigation apps available on Play Store which allow downloading and storage of maps to your device. Once the app and maps have been downloaded you can view the maps, plan and view routes and use navigation without any internet connection/use of data.
There is a mix of apps, some being totally free, some the app and maps are free but you pay a premium for navigation.
I use Navigate 6 which falls in the latter category, but I've found it well worth the cost which is relatively small compared to an equivalent dedicated GPS device.
