I think it protects your battery from getting over-charged. While full rate charging generally cuts out when the battery reaches about 4.2 volts, there is a continous trickle charge that the battery receives as long as the phone is plugged in. The glowing LED probably uses just enough juice to protect the battery from that trickle charge, even if the phone is left plugged in for days.
