Google says that Android 2.3.4 will allow GTalk to make video calls (Video Chat on Your Android Phone - Official Google Mobile Blog). So, I upgraded my Sony Ericsson Xperia Arc to Android 2.3.4 just so I could use Google Talk app for (video) calls.

But, those video icons just didn't show up. I used update software from official Sony Ericsson web site. Does that mean that Sony Ericsson disabled VoIP support from Arc?

The likely cause of your problem is that most of these applications only work when the handset has a front camera, the Arc does not.

Do you happen to know if Android 4.0 brings voip support for handsets without front camera?

I have not heard of any thing like that being added, however it is very much specific to the application developer and not so much specific to the firmware so it is unlikely that this would change.
