Help accessing a root file

Here is the situation. Ever since the cupcake update the bluetooth in my car stopped working. It is a known issue and google has not come up with a fix for it. I have been periodically checking to see if there is a fix and someone finally found a way to correct the problem. In order to do so I have to change a file found in the root. The problem being is the person that found the fix uses Linux and I use Windows 7. I tried to download the SDK as well as a file explorer mentioned in the fix.
