I admit to being dense here. How are Dropbox and G+ related?

I think that is actually in your Picasa Web albums, not your G+ ones.

Go to your Picasa Web albums and see if it is there (probably not if it isn't showing on your phone or G+).

One post on the support forums suggests that the "drop box" folder was a function of the drop box android app (I thought my drop box folder preceded my downloading of the app, but maybe not), so maybe play around with the settings in the app and try to upload something and see if it creates a new drop box folder?

Just as a follow-up, try uninstalling then re-installing the Drop Box app...

Drop box is just a default folder in your Picasa/Google+ picture albums. If you deleted it, you're hosed. You can create a new folder and name it drop box if you want, for future use.
