Yep it kind of looks like the picture. Location services have to be on for the clock/weather widget right? That is probably what it is. Is it using unnecessary battery life. Stock phone.
The location services don't have to be on, but it is very helpful if you wish to actually use the services as their meant to be. The weather portion more than the clock as the weather "follows" you where you go and takes your correct location to provide you with an accurate weather report.
The battery life it might be using could be unnecessary, depending on your point of view. You can actually change it by going to: Menu>Settings>Accounts & sync, and then by selecting Weather. From there you can select several options that make sense to you. If you select the option that says Update schedule and have it set for Every 1 hour, it will take more of your battery. Honestly though, the amount of battery juice it uses is insignificant compared to most applications. Now, if you select "Update when opened" and you're checking the weather ever twenty minutes on your phone for say, 8 hours, well then you're going to need a charger. Or a fresh battery, soon.
