Has this device been rooted? If not, shut it down, then try holding down the power button for an extended period of time; perhaps 30 seconds.

Let us know if a recovery menu appears or if it powers up normally, or if it just behaves the same as you're reporting.

If what Frisco has suggested doesn't work. This is a budget device so might have to RMA it for refund or replacement, as the software ROM may have become damaged or corrupted due to poor quality.
