help!!

I recently bought an android phone off my friend it ,the sim card was expired so i went and got a new one at rogers .I wanted to set up my own google account but the phone wouldn't let me ,it kept telling me that I would have to go into privacy setting and restore factory settings in order to get my buddies info off of the phone.So I did.Now the phone won't register my sim card,I just bought it and it's a pay as u go and is supposedly good for a month .does anyone know what I can do to fix this?thanks

I guess I'll ask the obvious question ("Is there gas in the tank?") That is, is the phone unlocked so it's able to use the new sim card? Maybe the restore to factory settings locked it up.
