Hot or Not

I have an app idea that uses similar concepts of Hot or Not. If anyone could point me to a resource or a code of a page that allows a user to input a link that would be to an image or video, the program then adds it to a database to pair it with another random user input, and then another page that extracts the pair where users can vote between the two different images with a counter. I would greatly appreciate the help. I get the basics coding but when it comes to user input/databases/using that input - I'm lost. Thanks so much for the help!
