Forgive me if this is a dumb question, but from what I've read the EVO gets about 4mbs download speed but an upload speed that is capped at 1mbs. Does anyone know if the speeds are the same when using the hotspot function? I especially want to know if the upload speed is capped through the hotspot as well.

whatever speed the phone gets is the speed the hotspot will get. It cant be any faster than the speed the phone is getting.

    In exile
They should not software cap your up or down, The only limit will be the radio chipset, which is capped at 3 up 10 down.

Sprint has already said, at least from the demos on the 12th, that the upload is capped at 1 mbps
