How can I free up storage on my S8?

What happens when you try to move files?

You say that you cannot, but we need to know exactly what you have tried and what app(s) you are using.

Generally, stock apps basically blow chunks- so it may be that if these are what you are using they are full of excess crap.
Plus, the device is pretty old.
Your best bet at this point is to probably ditch as many stock apps as you can and disable them, clearing their data as you do so.

Replace them with
https://www.simplemobiletools.com/
to make it easier to manage the device.

At the very least, start out with the Simple Gallery Pro

https://f-droid.org/en/packages/com.simplemobiletools.gallery.pro/

and the Simple File Manager Pro

https://f-droid.org/en/packages/com.simplemobiletools.filemanager.pro/

The device is close to five years old now, so it might be fine for an auxillary unit to use at home, or for other non-crucial use.

It will work fine on just Wi-Fi if need be.
