How do I enable a disabled app?

After the Oreo update, I started getting notifications regarding battery use. I FOOLISHLY agreed to shut down one of the apps listed (Jinvoo). The notification said, "Don't worry, the app will beavailable when you wake it up"

How do i wake it up. I've tried uninstalling and reinstalling, i've reauthorized the permissions. Nothing has worked so far. I get the message that "all apps associated with this action have been turned off, blocked, or are not installed"

I've never heard of "Jinvoo", but "disable" usually means using Settings > Apps (or perhaps "App Manager" on a Samsung) and using the "disable" option there, which is only present for pre-installed system apps. And that always warns you that doing this may break things.

So two questions: is Jinvoo a pre-installed app on your phone (possible if it was installed by your carrier, or is a regional app), and whether it is or not, what exactly did you do to disable it? When we know what we are dealing with it will be easier to answer.

Jinvoo Smart is not a pre-installed app, but something I installed to control a 'smart' power strip.

I am a bit fuzzy on how I blocked/disabled the app. I responded to the constant 'using battery' notification that appeared after the Oreo update. The Jinvoo Smart was always on the list. I chose the option to close or stop the app. I don't remember which. I have not been able to open it since.
