How do i move things to a small SD card?

Phone : Samsung Galaxy Exhibit
Carrier: Metro PCS
I have a 4gb memory card and I can not move anything to it. Every time I insert the memory card. My phone says "Preparing SD card", but then every time I go to my settings and try to move an app. The move to SD card button doesn't come up. Can you please help?

Is the card formatted? Can you write to it if you put it into a computer? Are you trying to move widgets or other apps that can't be moved to an SD card?
