I can see how you could think that.
However, the only thing that would lead me to believe that 4G was included prior was that I was streaming Google Music before via 3G mostly.
So now that I've switched on 4G (just for video) & not that much either, I would have expected the 3G totals to move to the 4G bucket.

Not increase by almost 4/1.
So 300mb 3G last month would be ~300mb ( a bit more if video was added) on 4G this month not 1.2gb.
I bought a house end of last month and have had to tether off my evo the last month because comcast sucks and is having problems running wire out to my house. Thank GOD for wireless tether(and beer)!! also this is all 3g no 4g here.
My EVO 4G runs between 9-12GB/Month (Pandora/Netflix/Skype/HotSpot)
Wifes Galaxy S about 0.9GB/Month (Facebook/eBay/Qik)
We're using the Airave Phase 2 at home so it's 90% 3G on that with backhaul through a different ISP...
