How to back up user settings?

    How does a user back up the user settings that were input via the Settings menu such as Wireless and networks, Call Settings, Sound, Display, etc? What about desktop settings, icons, widgets, etc?

    Its never been clear to me whether these settings are considered system settings or associated with system or user apps?

    The ability to take a full IMAGE like a disk image on a PC would be useful.

    I know something about nandroid backup and Titanium backup but do both of these together back up absolutely everything? Is something not backed up using both of these together?

    Nandroid backup backs up everything including settings as is. Titanium backs up data and some settings, but now the homescreen set up etc. However there are limitations. For example I don't think you can use Nandroid to restore on different ROMs. Not sure though.
