Now, do you want to convert it to be able to see on your phone, or just to be able to see in Windows, or to post up to FaceBook, etc.?
I am shooting video testomonials and I want to be able to convert to a format that I can load up on my website
You can always upload the 3gp videos straight to Youtube, then use the customisable Youtube embedding codes on your site...easy.

Try HandBrake. It's a good free open source video converter. HandBrake
There is also VLC, again this is another free open source video player and converter. VideoLAN - VLC media player - Open Source Multimedia Framework and Player
3gp will be the best quality as thats the format Android phones use. They've not been converted. Converting video formats will always lose quality. How much, all depends on the codec, bit-rates, resolution, etc.
FLV is Adobe's Flash video format, mainly used on websites. Many computers and devices can play Flash, except the Apple iDevices(iPhone, iPad, etc.).
"Super video converter" from Enright has always worked well for me, and it's free. Just Google it.
