Its kind of already there, if you have a 4g signal it will get 4g simple as that

Not always. If the phone detects that the 3G signal is far better than your 4G signal it will revert to 3G even though 4G is available. When I had my Thunderbolt I would only get 3G unless I forced 4G. Once 4G was forced I would keep the 4G signal until I put it back in 3G/4G mode (then it would downgrade to 3G). This is important while watching Netflix or Slingbox on your smartphone. Forcing 4G would keep my videos in HD while it reverting back to 3G it would stutter and downgrade my video to SD.
