The att hot-spot app is disabled and I don't even have Wi-Fi on. Why would it be running? I'm trying to conserve battery because the battery life of my m8 already sucks.

If I remember correctly, go to Settings - Wifi and select the menu- three vertical dots. Might be in Advanced, look for Wifi Scanning and any other settings that you can disable.

Also, if you want to save battery....dump Facebook and Messenger. Those 2 apps are drawing more energy then the rest combined. There are healthier ways to use Facebook.
