How to Install an app from a pc link to android phone?

Hi I sent my friend this direct download for the Voice recorder i have on my phone, but it shows only how to install it on to the pc not his android phone. how can he directly install this to his android phone from here>>

Your friend is apparently having issue with web links on their phone, that link you posted points directly to that app's Google Play Store page.
Tell your friend to open up the Play Store app on their phone, do a search for 'Smart Mobi Tools' and the resulting page should allow them to install that app.
