    pls is there a way u can configure or asoftware to use htc to browse without any penny

    You can browse with your device and no paid data plan if you have a successful wifi set up.

    As per El Presidente - what exactly do you mean?

    As per Frisco - if you use WIFI, rather than mobile data connection, you do not pay (the mobile company)

    You have to get data somehow. If you're talking about avoiding paying carrier data you can use WiFi. If it's your WiFi you're still paying for it so I guess you'd need to connect it to someone else's WiFi if you don't want to pay for data at all.
