A friend gave me a htc desire eye to see if i could figure it out. Phone goes to fastboot mode when i turn it on. When i power phone off. A few sec later it powers back on by its self to fastboot mode. Any ides how to fix?

Run fastboot getvar all in cmd then post the output.
