My Htc explorer A310e is not being recognized as an eligible device in my computer's google play store
Do you mean that a particular app is not compatible with your phone? Or that you have no eligible devices for a particular app? (Which means the same thing if you have more than one phone - this app won't run on any of your phones.)
Usually if you have only 1 phone registered you get the "not compatible" message. The "no eligible" message means that you have more than 1 device registered, and the app isn't compatible with any of them.
